In 2019, Matrix HR was engaged to support a major federal infrastructure project, the B Jetty Replacement. This long-term initiative required a strategic workforce solution, including security clearances and a robust talent pipeline, to ensure the successful mobilization of skilled tradespeople.

To deploy a qualified workforce while meeting federal security requirements, Matrix HR implemented:
- OLISS Registration & Security Clearances – Registered on the Online Industrial Security Services (OLISS) platform and secured clearances for senior management and skilled trades candidates.
- Talent Pipeline Development – Pre-screened and built a workforce pool in advance to meet project demands.
- Internal Database – Leveraged a proprietary database of over 25,000 tradespeople for rapid workforce identification.
- Social Media & Digital Outreach – Engaged a network of 50,000+ followers to attract and recruit skilled trades.
- Referral Network – Strengthened candidate acquisition through employee referrals and industry connections.
Results & Impact
- First crew mobilized on-site in June 2021, meeting project timelines
- Currently, 30 tradespeople on-site with a low attrition rate of 5%
- 78 candidates successfully cleared for OLISS, with 109 more in progress
- Client extended partnership to continue workforce support until project completion
